ANALYSIS OF ELECTRONIC BIDDING NO. 018/2020, FOR HIRING A COMPANY IN THE PROVISION OF POLICE VEHICLE LEASE SERVICES, TO MEET THE NEEDS OF THE MILITARY POLICE OF THE STATE OF RIO GRANDE DO NORTE

Abstract

ABSTRACT: The present study deals with the analysis of Electronic Auction No.

018/2020, whose objective was to hire a company in the field of providing police vehicle

rental services, to meet the needs of the Military Police of the state of Rio Grande do

Norte , Process No. 01510123.000198/2020-17 - SEI. Through document analysis and an

interview with the auctioneer, the application of the principles and rules that govern

bidding processes was evaluated. As for the purpose of the research, this was

characterized as descriptive, as for the approach, it was characterized as qualitative. As a

result of the analysis, the use of the virtual environment to carry out the auction brought

significant benefits, such as the expansion of competition and transparency in the stages

of the process, the budgetary and financial allocation, it was in compatibility with the PPA and with the State's LDO, as provided by the LOA for the year 2021, it was observed

that the event took place in accordance with the current legislation, respecting all

procedural procedures, succeeding in hiring a police vehicle rental service. There were

also several diligences, involving the state attorney's office in order to make adjustments

to the term of reference, to comply with the standards of requirements of the competent

body, contributing to the slowness of the sertame. It was possible to conclude that even

with the slowness of the bidding process, this type of vehicular bidding proved to be

satisfactory, transparent, economical and sustainable.
