Abstract

This paper has the following research problem: to analyze the planning and implementation of Community Security Posts (PCS) in the Federal District. This is a public security policy implemented in the DF, to which the Federal District Military Police (PMDF) was inserted during the government of José Roberto Arruda (2007-2010). Operationally, the research has a qualitative approach, opting for the case study, bibliographic and exploratory research, using semi-structured interviews with actors who participated in the process of implementation and operationalization of the PCS. The results of the research showed that faulty and unrepaired planning of public policy, coupled with not overcoming barriers to implementation, were the overt cause of the PCS collapse. It was shown that the project carried out by the PMDF Officers was not contemplated by the government. Due to the lack of deployment of military police in the PCS, the posts were depredated to the point that many were burned or looted. The design of the implemented model was not designed based on indicators that defined the real security structure that would serve the DF’s population and what the PMDF could actually provide as a community policing structure. It is noteworthy that the PMDF was not properly organized to support what was intended. Just over a third of the number of planned posts were deployed. The expectation of deploying 300 PCS has not been far achieved. Currently, according to PMDF data, only 30 PCS are active.
