Abstract

This paper aims to identify and critically describe the Brazilian System of Public Safety, characterized (i) by its exclusive police orientation, (ii) by an evident concentration of its activities at the regional level (i.e., state level), and (iii) by an assumed overlap between the police organizations of the regional level. This mentioned overlap at the state level is currently dealt by the model of interinstitutional articulation known as Police Cycle, whose effectiveness has been harshly questioned by police professionals, researchers, policymakers, and the community. Against the background of the changes proposed by the Federal Statute n. 13.675/2018 (Single System of Public Safety Statute), and articulated by the National Plan of Public Safety and Social Defense, questions as the disorganization derived from the current fragmentation of the System of Public Safety, and the lack of commitment to the public safety priorities demonstrated by the remaining organizations of the Brazilian Criminal Justice System have been discussed. Preliminary conclusions have been presented, and indications for future intervention and research have been suggested.
